- Request Hackney Homes to move gate on Lockner playground to paved side and remove building rubbish in order to complete works (Francine Rump)
- Get another quote for Kingsgate Tower flooring to be installed with lino curved up sides of walls instead of flat to floor (Nick Chambers)
- Consultation exercise to see what colour flooring residents in the Kingsgate Tower would like (TBC)
- Contact Cllr Icoz, Charlotte Graves, and if possible the Health & Safety Executive to report the dangerous state of Kingsgate Hall roof (Francine Rump)
- Provide written Treasurer’s and Chair’s reports for this year to Hackney Homes (TRA Officers)
- Write formally on behalf of the TRA to Councillors and to Hackney Homes to make opposition to gates proposal clear (Francine Rump)
- Contact Wayne Hibberd to chase Lockner EIB planting (Naila Tufail)
- Contact Hackney Homes to request correction to EIB bin area fencing on Kingsgate Estate (Naila Tufail)
- Notify Hackney Homes that some of the planned 184 works on the Kingsgate Estate are already complete and should not be redone (Francine Rump)

- Call Hackney Homes to report water collecting on roof of Kingsgate sheds (Margaret Compton)
Minutes:
1. Update on action items from last meeting
Chase Hackney Homes again for a start date on Lockner playground works (Francine Rump)
Done. Works almost complete. Residents pointed out that the only thing now undone is the move of the gate from the grass to the paved side of the playground, so that it’s more accessible in wet weather. This had been agreed by Naila Tufail, a resident, and the Hackney Homes operatives at a previous meeting but has not been done.
Start Kingsgate Tower flooring installation once lift works completed (Nick Chambers)
Some discussion on how it will be installed – the quote at present is for flooring which does not quite reach the edge of the wall, to allow for expansion. It was felt by those present that this might just create another place for rubbish to collect so it was decided to request a quote for flooring which reached slightly up the walls to create a seal. There was also discussion of how and when to consult residents – one resident has already visited many neighbours to ask for preferences and had favourable responses, but those present believed it important to give a more formal opportunity to residents to express an opinion. Many people in that tower don’t speak English (believed that Turkish is the majority language) so interpreters would also be helpful. Hackney Homes may be able to provide interpretation services for a meeting.
Formal enquiry about repair/replacement schedule for Kingsgate Hall roof – carried over from last two meetings (Naila Tufail/Sam Lewis/Cllr Icoz)
Still no progress. Cllr Icoz had enquired and believed that progress had been made, but the playgroup who use the hall have had no contact and the officer responsible for the roofing works has not replied to messages from Naila Tufail. The playgroup has had to be closed several times since there is a clear health risk from the large amounts of water coming in near the hall electrics. Those present agreed to escalate the matter as high as possible, since this has now been a problem for several years and despite promises from Hackney Homes we have seen no improvement.
Provide information on next time Lockner Estate external areas are due for repainting – carried over from last meeting (Naila Tufail)
Lockner external areas will now not be repainted in 2009. This will possibly happen in 2010 – the originally planned works were postponed, as HH wished to do the whole estate in a single piece of work. They now plan to start in April/May 2010.

2. Lockner gates/entry phone proposal updateHH looking for outline planning permission in Q1 2010, after which they have said they will fully consult residents on the proposed scheme.
Those present agreed that they were still strongly against a gating scheme, as they felt it would have little or no benefit and would be very restrictive to residents. Agreed to write formally on behalf of the TRA to Councillors and to Hackney Homes to make this clear and to formally request an update on the scheme.
Key points raised were:
- The estate was designed to be open plan, and residents enjoy it that way. We believe it would be impractical and unpleasant for the estate to be gated in
- On the Blandford Court side, gates would run very close to front doors and create access issues.
- We do not see a clear benefit to gates, and have not seen any research by Hackney Homes which demonstrates that there would be any benefit.
3. EIB and 184 update
Agreed works and status updates are:
Estate Improvement budget:
- planters – complete on Blandford estate. Not started on Lockner Estate
- bin area fencing on Lockner: not done correctly, and requires a motion sensitive light.
184 Lockner:
- shrubs at rear of Blandford Court – to start spring 2010
- Replace bin chamber doors on Dorset, Dorchester, and Poole Courts – to start spring 2010
- Renew shed doors where necessary – none needed so works cancelled
- Misc paving works
184 Kingsgate:
- Rear of blk 2-36, make good dangerous paving to step leading to door entry. – not started
- Central play area, resecure metal railing & make good brickwork. – not started
- Provide gerda lock to bin chamber gate side of no 1. – put on and then removed as was inaccessible to residents
- Renew shed door no 102. – resident has replaced himself. FR to notify HH
- o/s blk 79-122, provide shrubs to grass area in front of block either side. – done

5. Any other business
The roof of the Kingsgate sheds is covered in water – drains need to be cleared. Advised by Naila that the call centre will handle this, so Kingsgate rep will call them.
